A Special Issue on Policy Implementation Units edited by Professor Evert Lindquist, University of Victoria. The papers will first be presented and reviewed at the 2nd ICPA-Forum Workshop, October 03 - 05, 2005, at the Public Policy Program Centre, Harbor Centre, Simon Fraser University, Vancouver.
Context:
Anticipating implementation challenges has long been understood to be an important feature of good policy analysis and management. The advent of new approaches and models for delivering government services and an emphasis on performance under the rubric of managerialism and later the New Public Management diverted scholarly attention from implementation per se, notwithstanding ongoing theoretical explorations.
The goal of this workshop is to describe, analyze and compare the emergence and roles of policy implementation and delivery units in the UK, Australia and Europe, to understand how they differ from each other, and how they evolved and fared. In line with the JCPA’s Aims and Scope the papers presented will derive the practice implications of theory-based research, use conceptual heuristics to interpret practice, and draw lessons based on circumstances in which the domains compared have certain manipulable policy, program or institutional variables in common. Following the usual blind peer review process, the papers will be published in a special JCPA issue (Vol. 8:4, 2006).
